Overall best character meal is 'Ohana breakfast at the Poly imo.

For lunch and dinner, Chef Mickey's is the most fun but also the hardest to book.
Akershus at the Norway Pavilion is pretty great, especially for people who like princesses.
1900 Park Fare at the Grand Floridian is hysterical, as the stepsisters work the crowd as heels.
Hollywood & Vine at Hollywood Studios is good for photo ops and changes once per season. The fall outfits are especially good.
Winnie the Pooh fans will dig Crystal Palace at Magic Kingdom.
Tusker House at Animal Kingdom is popular for having novel African cuisine.
And two other spots have tremendous character breakfasts: Cape May Cafe (Minnie in beach clothing) at Beach Club and the Bon Voyage/Tangled breakfast on the Boardwalk.
