For PGA Tour events, there's no appearance fees.

The other stuff is a chicken-egg scenario -- he's a GOAT so people pay him for his presence but he'd earned that money by being so damn good in the first place.
For events like majors, no one needs to be paid to show up; there's no incentive other than these are the legendary tourneys.
For the random events, they can't really pay players to play them, but if it's sponsored by Buick and you are endorsing Buick....you should probably be there to play.
But Buick pays Tiger Woods or whoever because Tiger Woods earns viewership and product interest.
