I had him down to one bar several times, but that was as close as I got.

Maybe I just need to be more patient, and use my grenades/special to clear out the large groups of Red Legion when they show, and just keep taking pot shots from the tunnel with my main weapons. It's just that the mission takes freaking forever even before it gets to him...
