If you insert a number of people (Group B) in an existing population (Group A) and they have similar crime rate, then yes Group B will commit crime against Group A, but Group A will also commit crimes against Group B, crimes that would have been against members of Group A if B didn't exist.
In the chance, your chances of being the victim of a crime stays the same.
