I don't think that's necessarily a bad thing. forces more government by consensus, or constant elections.

though also that's not what's causing it here. only the senate has proportional rep, this is going on in the lower house, which is FPTP.
main cause is that it's more or less a two party system, each party has factions that don't particularly like each other, a reasonably easy mechanism to challenge, and a short election cycle.
