But ideally a politically, geographically, linguistically and racially diverse country that is also a representative democracy should have

all those voices (well, almost all) represented in law-making.

I think the issue is whether proportional representation is compatible with a Westminster system. (NZ has it - in a unitary parliament no less - but they've always had a populist party involved)
