You may have noticed (or not) the in-game map going from 'daylight' to dark (for me, it happened at 7:31 last night). That appears to be the breakpoint. I think it's based on local sunset time, but not 100% sure.

NOTE: Some people have had issues where they walked their eevee 10K and got two candies but for some reason the game didn't sync and that they had walked it less than 10 so got, like Jolteon.

I walked mine 11.3 AND rebooted the app (as suggested) before evolving Espeon.
