In large part it's because Americans are largely dumb on this issue and rarely have to encounter another language

where in the rest of the world it's the norm. It's a cousin of the "press 1 for English" rage.
(I am barely conversant in any level of French, so I'm not hailing myself as a hero here, but it's at least understood that you may commonly encounter other languages in Canada)
