San Fran marriage office had similar issue, they needed some Spanish speakers, was so happy Mrs Santos applied and sent her out to Latino weddings.

didn't realize she was from brazil...now under civil employment rules, they could not ask if you spoke specific languages or they would have pay more per hour...and even though it was a volunteer position they keep to the rule.
