Know Your Customers/Anti-money laundering.
It’s nothing to do with citizenship, per se, but establishing that you are a citizen is probably the easiest for the bank to know you are who you claim to be.
That having been said, it’s entirely plausible that it can also be used as pretext for ideological purposes, either by individuals or by management.
