Actually at my old school we had fire drills where they did.

Let off smoke to essentially 'close' a pathway.
The idea was that you aren't always going to simply go the easiest way out of the building, you may have to figure it out.
So they actually lit a 'fire' in one of the stairwells, so that people had to go another way.
It was intense, but made sense at the time.
