The legislature is that way because NYC has a large presence on it. The state senate is tied with an asshole D in Brooklyn siding with the GOP. -- (edited)

So they've controlled the senate thanks to that douche and a few other that had formed a breakaway group of democrats. The others came back into the fold but the guy in Brooklyn refuses because he's actually a republican that gets them to give him lots of things for his vote. He's a massive asshole.
But control of the senate is likely to change with the election in Nov.
