B, I'd put more restrictions on cars in general, and there would be an effect on drive thrus anyway

Also fight urban sprawl, if more people have business within walking distance, who needs drive thrus.
Honeslty, if it means people will need to park more cars to go inside the business anyway, I'm not sure we're really gaining anything
