It has the absolute worst public event of any location. It may be bugged, I hope that's the case.

You do public events for two reasons. Either the chest at the end or to finish the flashpoint. In either case you want heroic public events. Especially on Mercury where there is only 1 event. The heroic event there is the hardest to trigger and even if you trigger the heroic event you may only get credit/rewards for normal event. To actually get credit for heroic you need to let the boss get his shield twice. Everyone just melts the boss before he gets his shield once. Usually makes it so that you have to do it at least 1 extra time (or a lost sector or adventure). Especially since Forsaken cam out and none of the other things that used to count for flashpoint count.
