And frankly, I think they list of countries they will actually name check (unless we are at war with / threatening to go to war with that country) is short. Either they think Uruguay is too unimportant to mention or they think most Americans won't know what a Uruguay is. The latter is probably true but that doesn't mean you don't reference it

"Canada is the second country to legal recreational pot nationwide after South America's Uruguay"

I'm not a writer, better ways to phrase that, but something along those lines
