My son played the beta and is now playing the full game. It's Fallout 4, except some of the NPCs are real players.

The graphics and gameplay is also identical to Fallout 4 except the quests are much more fetch based. I told him, "So it's Animal Crossing in the Wasteland?" He initially objected then talked himself into it.
He's excited that he just discovered a whole new subbranch for quests, but I can't imagine it'll keep him playing for more than a couple of weeks, and the online component isn't going to change that. He interacts almost not at all with the other players, and when he does, he's levels beyond where they all are, so he's essentially acting as a tutorial for them.
