This sounds really bad, but I get it.

They couldn’t get the video from the hotel.

Police didn’t want to get the video from the hotel, because they didn’t think they had cause.

The NFL interviewed people and nothing led them to this being a huge issue.

Seeing the video makes all that seem absurd, but in real time in the moment, what were they supposed to do? Assume there was a bigger issue when nothing they’d seen told them there was?
