I've forgotten civics specifics: do I assume correctly that a GOP congressman could introduce a bill with the full wall funding

and that it would then go to a committee which would be chaired by a Democrat who would decline to bring it up for vote? If I have that right, which committee(s) would the bill go to first?

If the committee approved the bill and made it available to vote on by the full congress, it wouldn't have enough votes to pass, is that correct?

I wonder if it would be crazy to take the anti-Hastert approach and put things up for vote you know would fail, so you can say you gave it a chance.
