I've been periodically raiding a grouping of cities ~3 hours away from me. They seem to be pointless shell cities, just farming materials.

I thought they were just recently beaten down, and I was cleaning up extra spoils. But I've now been hitting them a couple times a week, for about 3 weeks now, and there is nothing going on. No building, no military, nothing.
