Which comes down to giving Rob Marshall way too much fricking free rein.

And Disney believing their own hype (i.e. maybe there wasn't as much value in the IP as they thought, and there wasn't some vast untapped musical market). There's also a bit of the kids film penalty, where Greatest Showmans tickets were all full price, and MPR had a significant portion of discounted kid's tickets.
