If you browse stock footage site like Pond5, you'll find thousands of images from real life catastrophe for sale

And someone is buying them.

Creating fake images of a hurricane or a riot would cost an insane amount of money, it is far easier to buy them that way.

I recently did a project including images of riots, and 2 out of the 4 were local. We bought them online, but we blurred some faces, especially on the local images (the other 2 were obviously international, so we didn't bother)
