The journalist didn't seem to care as much when it was images from different countries.

I'd wager pretty much every scene in disaster flick where someone watches a news report about what is going on used that type of images. Civil wars, floods, etc. And these happen a lot in big budget movies that are distributed all around the world, so it's not like no one involved in the actual tragedy would ever see it.
