My thinking is that there'll be a general move to more cosmic Marvel due to Thor, Guardians, Captain Marvel, and the earthbound movies are going to Black Panther, Dr Strange, Spider-Man... Black Widow.
It just leaves less room for a new Captain America, at least in standalone films.
Still, Marvel has nine films planned for Phase 4 between 2020 and 2022.
