So long as you are making gold. If you lose gold every turn eventually your military flees.

It's a nice little balancing act: Keep your citizens happy, keep your military paid and still manage to produce or pillage enough to grow your cities.
I'm currently stuck at Level 11 for 4 of my cities. The resources I need to get my walls/hideouts improved, build a museums or supply wine are scarce right now in my little, lonely corner.
