Disney owns the characters. Fox has the exclusive license to use those characters for certain media.

Bringing those licenses back in house is one of the driving factors of the merger (having all the Star Wars rights under one roof being another, as well as streaming rights to all those classic Fox movies once current licensing contracts expire).
