Yes, semantically, that is correct. Studios only have rights to produce movies on properties they licensed from Marvel (Disney).

But most of these contracts generally involve "We retain the rights so long as we keep making movies" clauses. Fox was making FF movies because they had licensed FF from Marvel *AND* some quirky production studio that itself had licensed FF from Marvel. Does all that revert back to Disney now that the Fox deal is (almost) done? It's unclear.
