I think it's not the impression, but the historical context that matters. The impression of the person is fine, but around the edges ...

There is a huge risk of crossing over into racist mockery of an entire group of people. So, doing an impression of Chris Rock is funny just on its own. No costuming needed.
It's the costuming that is offensive, especially given the historical context.
