It definitely ignores that important fact, but I think it does reflect that a) now that they are getting hit with the tax bill they're realizing that

the tax benefit they thought they were getting is much, much smaller than anticipated and b) perception is probably worse than the reality. If she was seeing $90 more per week in her paycheck and then got hit with a $5000 tax bill instead of her previous $1000, then her reality is that she really got essentially no tax break and at least this first year, the adjustment is making it more painful than if nothing changed.
