I think "not enough people other than white males" is more accurate for her point.

She may have actually said what you put, I haven't been following. It is an easier way to try and say it, but there is a bit of a difference. Too many seems slightly attacking, like they need to get rid of some. Not enough indicates the need for more and thus seems more positive. Most people understand her point no matter which way she phrases it. Some people read it as her coming after them.
