This feels more like CNN getting played than anything.

There are still grand juries sitting, still some sentencing to happen, etc. There was just a SCOTUS decision on a continuing case that isn't close to being resolved that involves a company owned by a foreign national.
There are still so many things incomplete that it seems very unlikely the report could be finalized.
