It still changes very little

Not every studio is going to run out and buy their own billboard company to plaster their films up all over town, the way Netflix did.
Not every studio is going to start doing FYC pop-ups with props from the films and invitational Q&As with talent, the way Netflix has (very few networks have followed suit with these when Netflix started doing them for their Emmy campaigns).
Not every studio is going to hire a top PR firm specializing in awards campaigns to make it its own in-house PR firm specializing in awards campaigns, the way Netflix did.
Not every studio affiliated with a streaming service is going to suddenly start making movies solely for the streaming service, with a token theatrical release to qualify said film(s) for the Oscars, the way Netflix has.
The whisper campaigns have been bad for a while, and will continue to be bad. Netflix isn't going to make those better or worse.
The Oscars might not hold as much allure in America the way they once did, but they still are quite popular around the world. An Academy Award for Best Picture for Roma will get some people in places where Netflix is available worldwide to give it a shot, and it will help get Netflix in to markets they're not currently in. A win for Roma will help get certain passion projects from top filmmakers made, be it at Netflix or Amazon or Hulu (who would be very smart to get synergistic with sister companies Universal and Disney).
But overall, it doesn't change much if Black Panther or Roma or Green Book wins.
