The weather will be ideal, mostly. The temperatures will be a few degrees lower than North Carolina on average. Daily highs will be mid-80s to occasional low 90s into early August; night time lows will be in the mid-to-low 60s. But the humidity will be orders of magnitude lower.
Based on the past few years, though, you should also prepare for smoke and haze from wildfires. The wildfire season begins in July and reaches its peak in mid-August.
I think the trip you described -- Seattle, Astoria, Portland, to Northern California -- is absolutely doable in 3 weeks as long as you treat it as a survey of the Pacific Northwest. You should be able to spend a good 2 or 3 days in each location with an easy day-long trip between destinations.
