In practical terms, how is the second statement wrong, in regards to preventing another occurrence?

If you think the only thing that can be done is to comfort yourself/survivors/family/community through prayer, then your position might make some sense. I think most of us here would expect there is more that could be done to stop future events such as these. Maybe you don’t.
