It relatees to one of the suspects, but there was a mostly unexplored, but noted, thru line in the first two Star Treks that the computer had more intelligence and character and could do more than it was ever programmed for. Along with incidences on the holodecks. Also the Emergency holo doctor got more independent and even autonomy along the way.
