Yeah, but arrangements for state funerals are decided by the president - eg lying in state in the Capitol, flags at half mast etc -- nm

no thats incorrect. Congress decides who lays in State. -- nm

I'll put it like this - the president authorises the state funeral, which includes a bunch of ceremonies, one being lying in state in the Capitol
