I'll put it like this - the president authorises the state funeral, which includes a bunch of ceremonies, one being lying in state in the Capitol

Congress decides who will lie in state, and not everyone who lies in state has a state funeral. But are they really going to say "No, not that guy"? when the president has made a decision.
