Well. As permanent as it can be.
The Gamora that fell in love with Peter is dead and gone. All her experience is gone. So she is dead and not coming back...
The Past Gamora that is now in the present...She's the same person up to a point...now she's got different feelings and experiences. She may or may not wind up with Peter...
All that being said....
There are things in the Marvel Universe in comics that could bring her back if they use them in the MCU. But it seems that rules for the MCU are bit different....
