At least in the books, Joffrey won it from Littlefinger in a bet, and then gave it to the cutthroat. Littlefinger lies to Ned and Cat and says that he won it from Tyrion, and this is what made Cat arrest Tyrion and take him to the Eyrie.
I can’t remember if the show differed from this or not
And we thought all the poetic justice from the dagger was meted out last season.
