Nothing was reset. The people who were snapped away came back, but 5 years after the first snap. Not at the moment of the first snap.

Spawn is talking about the 5 year span after the first snap where half the universe was gone and Earth was in shambles. It was a dark time, and there will be repercussions. The end of Endgame was grim, even in triumph.
