It slows the train very quickly and it does screech to a grinding halt. It's not so sudden that everyone gets thrown forward but it happens quickly.

The train can't just start up again easily. The conductor needs to go car by car to check where the brake was pulled and make sure everyone's okay in case there was a real emergency in one of the cars.

To reset the brake the conductor needs to leave the train and go on the tracks to reset the brakes. It can take anywhere from 5-20 minutes to get the train going again and it seems to always be closer to 20 minutes than 10.
