They need to call Mueller (despite his protests) and ask him that given that Barr has publicly stated that he and the Justice Dept. did not agree

Mueller's view that he was prohibited from stating a conclusion that Trump's acts were sufficient for an obstruction indictment, why does he continue to refuse to state a conclusion? His boss is telling him it is ok. Given that Congress and the public has only received the redacted report and not had a chance to review the underlying evidence, he is best positioned to inform the public on this.
They should ratchet up the pressure on him to clarify. He's not likely to cave, but there really is no reason he shouldn't do it given that his superiors are telling him he should have.
