They most certainly do, they take a picture if you are past the limit line when the light turns red. They are particularly annoying in LA County at

intersections without turn arrows. Due to the insane traffic, it is impossible to turn on green and if you are in the intersection on the yellow and it changes to red while you are waiting to turn, you get ticketed. I know numerous people who had to stop their turn for people running through a late yellow/red and then were ticketed. One person fought it in Beverly Hills and the judge didn't care.
