I know it's only 1 datapoint.
Here in my city we took the cameras very seriously.
Each ticket was required to be reviewed by a sworn officer. We wouldn't mail a ticket unless we had a picture of the vehicle behind the stop bar + a clear license plate + the red light.
We also took the amount of time the yellow light comes on very seriously. There are industry best practices at work here and we timed signals the exact same way whether before the cameras went up and after the cameras came down.
