There are definitely challenges, but your starting assumption of 1/4 max attendance presumes a result that may not be justified.

Again, it might help attendance and I would guess a return to Montreal would at least initially result in much higher attendance. It doesn't make much sense if you have to build new stadiums to make this work. But if they have existing facilities I don't think it's incrementally that much worse. And if Montreal looks like it's working better than Tampa they can use this as a transition allowing them to build their base in Montreal before the move.
