then it'll be optional (and litigated , I'm sure). What would happen is states that use census numbers (all people) will end up with higher numbers of representatives than states that choose to draw districts based only on citizen residents.

Which would achieve the opposite of what he hopes. Red states would be most likely to choose citizen only districting and therefore lose representatives.
