Depending on where you go, you should really look to spend something closer to $500 (w/o airfare) to make it worth your while.

I've heard generally good things about couchsurfing and I'm personally a fan of even the grimiest hostels, but its also nice to treat yourself to a hot shower and a nice bed once or twice on your trip. (and if your savvy, even those can come cheaply). And having a little left over at the end for souvenirs is nice.

As for your safety, if you're smart about it, you'll probably be fine. Don't be flashy, don't travel at night, get friendly with other travelers and hostel owners, etc. Most of it is common sense things.
