The problem is three-fold.

1) Not everyone wants to work with Disney due to jealousy/fear.
2) Disney doesn't bother with some of the smaller distributors like UV did.
3) Most studio bosses prefer the rental streaming model to sales. It's similar to the music industry, only better as the performers are getting a bigger share of the pie here.
