I feel like teams need a minimum of three starters. The load on the pen would be too much if they were being used for whole games 3 out of 5 times. -- (edited)

They'll also be needed for the games where there's a SP as very few go nine innings these days. If they're being relied on to get through games without a starter I think it would end up being too much by the end of the season and into the playoffs.
