I don't think it can work for long. Guys are in the bullpen for a reason and it's usually because they're either not good enough to start or lack -- (edited)

There are a lot of situations in the games to consider that can tax a pen and not getting length from your pitchers is going to be an issue as the season goes on. On good days you'd only use a few guys but on bad days you can end up using 7 or more pitchers and they can throw a lot of pitches leaving you shorthanded in the next game.
Also, you can't just shuffle guys up and down in the minors as they have a limited number of callups. They certainly can't put them on the DL without actually being injured and MLB does require proof of an injury so you can't fake it.
