But compared to Microsoft overall income / costs, it doesn't seem to be that much. For a service that they have, why not go all out?

Far more upside than the economic investment.
I'd go a step further that not only does the target audience not care about the MS streaming service, they don't even know it exists. So the fact the gaming fans are even reading about his change in services is already bringing attention to the service.
Alternately, they keep investing in XBox and if they used the same share of market type of reasoning, they would have abandoned that or sold it off years ago. I mean they don't talk about console sales figure (especially in comparison to PS4) for a reason
The streaming service is a baked in portion of their gaming strategy and it is going to be there so why not spend what is actually relatively small amount of money
